Inside a Sacramento County Department of Human Assistance (DHA) lobby center, a supervisor looks at a screen that mirrors the physical lobby room layout. Every interview room, every counter window, and every staff member is mapped to a card on the dashboard. The cards change color in real time as staff start helping a customer, as a window frees up, as an interview wraps. Across five lobby center locations, each with twenty to thirty interview rooms, supervisors and staff can see at a glance which rooms are occupied and which are available.
That dashboard, along with four others currently in production at Sacramento County, was built by the County's own IT analysts, with no dedicated frontend team added.
The apps that fall outside standard reporting
Sacramento County is one of California's largest county governments, serving more than a million residents across agriculture, animal care, elections, public health, transportation, and the Department of Human Assistance, which administers food assistance, medical coverage, and welfare programs to residents receiving public assistance services.
Hsun Lang, a Supervising IT Analyst at Sacramento County, leads a team of ten IT analysts responsible for building dashboards and data analytics for the Department of Human Assistance. His team historically relied on Power BI for enterprise reporting. While Power BI continues to support standard tabular analytics and executive reporting across the department, specialized operational workflows required custom front-end interfaces. For applications like real-time lobby tracking, supervisors needed interactive physical floor plans, dynamic spatial color-coding, and custom web behavior that fall outside standard BI reporting templates.
To build these custom UIs without dedicated web developers, Hsun's team adopted Reflex's AI Builder, which generates production-ready Python web application code directly from prompts.
While traditional BI report development follows standard build cycles, leveraging Reflex's AI code generation allowed Hsun's Python analysts to prompt, iterate, and deploy custom full-stack web UIs at unprecedented speed.
Power BI remains part of our analytics ecosystem for standard reporting. But for custom operational web apps, using Reflex's AI generation lets us ship completed Python applications in a fraction of the time. If I was able to publish one custom application a month previously, I can publish seven now.
Built for the constraints of government
Anything new the team introduced would have to fit the constraints of a county IT environment: deployable on premise, since cloud is not an option for sensitive constituent data, maintainable by the analysts already on staff, and approvable through County procurement.
Hsun first heard about Reflex at an AI conference in Santa Clara. A tool that let his existing analysts build complete applications, deployable on the County's own infrastructure, fit those constraints precisely.
What made the decision easy was the speed of iteration. Hsun's team could prototype dashboards quickly against anonymized sample data, refine them visually in the browser, and hand off finished code to their internal implementation team for production deployment. When edge cases appear, Reflex's team has helped debug live on calls and ship fixes the same day.
Five apps in production
With Reflex, Sacramento County builds internal apps directly on top of its existing data:

Five apps are currently live in production at the County:
- Three real-time lobby dashboards that mirror the physical layout of DHA lobby centers, used continuously by managers, supervisors, and staff across five locations. The apps stay open and refresh live throughout an eight-hour service day.
- An internal tracking app that consolidates ticketing data from multiple systems, used by eleven supervisors across the department
- The "alchemist list," an additional internal workflow app
More applications are in final testing before release, including applications that move beyond reporting into predictive operations.

Six months in, Sacramento County has five Reflex apps live in production and more in development. The lobby dashboards alone are open and refreshing continuously across five lobby center locations for the full operational day. The internal tracking app has spread organically from one Supervising IT Analyst's pain point to eleven supervisors across the department. Hsun's expansion plan is practical: get more apps into production, continue to prove reliability with real users, and show other departments what Reflex can do and how it can expedite their dashboard production.

Hsun's team are Python users. They run their data pipelines, ETL, and analytics layer against well-established databases on Sacramento County's own infrastructure. Some production workflows query tables with roughly twenty million rows, and the team relies on distributed processing and SQL optimization to keep large dashboard workloads responsive. They have also built their own internal applications, including a single sign-on app used across the department, so the team's bar for production-grade is set by what their internal engineering already ships.
